Sovereign AI is artificial intelligence capability that an organization or nation controls end to end: the infrastructure it runs on, the models themselves, the data they touch, and the operations around them, independent of any external provider's jurisdiction, terms, or continuity.
The term rose to prominence as governments recognized that national AI capability running on foreign infrastructure is capability that can be repriced, restricted, or revoked. The same logic applies one level down: an enterprise whose intelligence layer runs entirely on rented models and third-party clouds holds AI access, not AI capability.
The enterprise form of Sovereign AI is Private AI operated inside Secure Enterprise Boundaries: models served on owned infrastructure, data that never leaves the perimeter, and operational control that does not depend on a vendor's roadmap. Data Sovereignty is the data-level foundation; Sovereign AI extends it to the entire intelligence stack.
